Abstract：

precise poverty alleviation is an important measurement for promoting the socialeconomic development of the tibetan areas in sichuan province， and is an effective approach for realizing social equality and justice. By researching the factors of poverty， typical cases of poverty and measurements for poverty alleviation， this article confirms the achievements of precise poverty alleviation in Tibetan areas of Sichuan， analyzes the problems which still exist in the process of conducting precise poverty alleviation， and provides some suggestions on how to improve precise poverty alleviation in Tibetan areas of Sichuan. These include： 1） establishing a priority model of “typical poor household + overall benefits”； 2） carefully defining and prioritizing the identity of poor households； 3） correctly dealing with the relationship between social relief and the poor households； and， 4） solving the legality of place while implementing precise poverty alleviation.

Precise poverty alleviation in the Tibetan areas of Sichuan has adopted a new work idea or mechanism as its guidance， including “precise identification”， “precise support”， and “precise management”. This has contributed greatly to helping the poor in Tibetan areas of Sichuan. The toplevel design and macro strategy of precise poverty alleviation in Tibetan areas of Sichuan province have been completed. Now， the actual effect it will have on poverty alleviation will depend on the degree of detail in implementation. In this case， implementation should be clear in the following aspects： 1） it should objectively evaluate the institutional function of rural poverty alleviation and social relief， and make the two mutually reinforce each other， but also make them relatively separate from each other so as to realize a longterm mechanism of different institutions； 2） it should insist on poverty alleviation through conducting development projects， and make efforts to change the model of providing cash to one providing project assistance， skills training， educational assistance， and resource transformation， etc. ；3） it should gradually reduce the number of the poor households， and solve the problems of the poor people effectively with forms of social relief or social security； 4） it should improve the degree of intensive management of the agriculturehusbandry poverty alleviation project in Tibetan areas of Sichuan； and 5） It should explore more modes of poverty alleviation through development， and guarantee that they are accordance with the law of market economy.
