Abstract：The university is the most important part of college education，college counselors always go first in college students management. At present，the management of college students in China is lack of legal system，management not perfect，the lack of protection mechanism of the rights of students. In order to standardize the management of the students of university counselors，it will from the point of view of the law，to promote the innovation of the instructors' work mode，setting up the legal consciousness of counselors，improving the system of the management of university students，making the instructors really think students ' thinking，be anxious students' anxious，to realize the rule of law.
