摘 要：目前，我国西部铁路运输网络建设处于完善阶段，战略装车点的建设在铁路货运发展中起着不可替代的地位，采用合理的评价方法对铁路战略装车点的选址具有重要意义。结合铁路战略装车点建设的现状，采用模糊综合评判法和层次分析法，建立模糊综合评判模型进行选址评价，最后用实例验证该方法在战略装车点选址中的合理性，为铁路战略装车点的选择提供可靠的依据，并对铁路战略装车点地址的选址提出相关建议。

Abstract： At present， the western railway transport network construction at the perfect stage， the construction of strategic loading point in rail freight plays an irreplaceable role in the development， adopting reasonable evaluation method for railway strategic loading point location is of great significance. In combination with the present situation of the railway construction of strategic loading point， using the fuzzy comprehensive evaluation method and analytic hierarchy process and fuzzy comprehensive evaluation model is set up to the site selection evaluation， finally an example is used to verify the rationality of this method in strategic loading point location， for railway provide reliable basis for the selection of strategic loading point， and the location selection of railway strategic loading point addresses relevant suggestions are put forward.

1 F路战略装车点

铁路战略装车点是随着铁路现代化建设和发展以及第三方物流的快速出现而提出的进行集中装车、集中卸车、整列发送车作业的综合货运站，它具备了智能化、自动化、半自动化装卸作业设备以及大型的仓储设备，能够进行快速装（卸）车，以煤、石油、焦炭、矿石等大宗货物为主，化工和零担货物为辅，以实现大规模的货物集中化装卸和发送。铁路战略装车点主要是利用机械化和智能化的装载设备，建设大容量的仓储设备，实现集中储存，整列配车、整列装车、整列发车，机械化装卸车，最大化的集中货物和释放铁路运输能力。

战略装车点的基本特征和建设条件：

（1）战略装车点周围应该具有稳定的大客户以及众多的中小型企业，并且年发送量和到达量不得少于100万吨；

（2）战略装车点应该具备整车装车、卸车作业、整车发送的能力，基本实现了自动化、智能化、半自动化和机械化的集中式装车功能；

（3）战略装车点应该具有大型的货物仓储设备，以满足货物集中仓储，集中装车的要求；

（4）战略装车点要与当地的工业和其他产业布局以及区域经济规划相协调，配合铁路和地方经济社会发展需求。

2 铁路战略装车点的选址评价体系

2.1 基于AHP的模糊综合评判原理

模糊综合评判法是应用模糊变换原理、最大隶属度原则以及建立数学模型的方法，考虑与被评价事物相关的各个因素，对其所做的综合评价。
