(一)根据国家有关劳动和社会保险工作的方针政策,制定相应政策和实施办法;研究制订劳动和社会保险制度改革方案;编制全省劳动和社会保险事业发展规划和年度工作计划并组织实施。
(二)受委托研究起草有关劳动和社会保险行政管理的地方性法规、规章草案,经审议通过后组织实施;依法行使国家劳动和社会保险的监督检查职权,指导监督全省劳动和社会保险监督检查机构的工作。
(三)统筹管理全省劳动力资源开发利用和就业工作;指导全省就业服务机构工作;制定职业介绍机构管理规则并实施监督;组织实施农村劳动力跨地区有序流动的政策和措施;按分工管理公民出境就业和境外人员入境就业工作;负责外国在浙从事劳动力招聘中介、咨询和培训业务机构的资格管理。
(四)根据国家颁布的职业分类、职业技能标准和行业标准,组织制定具体实施办法;综合管理全省技工学校、就业训练中心和社会力量举办的职业培训机构;负责管理在职职工技能培训和失业人员、企业下岗职工再就业培训工作;组织实施劳动预备制度。
(五)制定劳动关系调整的基本规则;制定和实施劳动合同、集体合同、劳动争议仲裁的规则;组织实施企业职工工作时间、休息休假、职工福利制度和女工、未成年工特殊劳动保护政策;负责有关政策性安置和调配工作;参与评定国家和省级企业劳动模范。
(六)负责企业职工工资的宏观调控工作;研究制订并组织实施企业工资指导线、工效挂钩、最低工资标准、行业工资收入调节政策和国有企业经营者收入分配政策;负责审核省、部属企业的工资总额;负责省属国有企业主要负责人年薪制的实施工作。
(七)制订企业养老、失业医疗、工伤、生育等社会保险的基本政策和基本标准并组织实施和监督检查。
(八)制订全省社会保险基金收缴、支付、管理、运营的政策并组织实施;对社会保险基金管理实施行政监督;制定社会保险经办机构的管理规则;会同有关部门制定实施社会保险省级调剂金的管理办法;组织实施社会保险服务体系建设规划。
(九)制订机关、事业、企业单位补充养老保险、补充医疗保险的政策和补充保险承办机构资格认定标准;审查认定有关机构承办补充保险业务的资格。
(十)承担全省劳动和社会保险的统计和信息工作,组织建设全省劳动和社会保险信息网络,定期劳动和社会保险事业统计、信息资料发展预测报告。
(十一)组织全省劳动和社会保险领域科学技术研究及成果推广应用、产业发展工作;负责全省劳动和社会保障领域标准化工作。
(十二)管理劳动和社会保险领域业务技术合作。
(十三)承办省政府交办的其他事项。

(1)Accordingtorelevantnationallabourandsocialsecuritypolicy,definelocalpolicyandimplementationmethods;investigateanddefinelabourandsocialsecuritysystemreformplans;issueprovinciallabourandsocialsecurityreportonplanningandimplementationofannualwork.
(2)Researchintoanddraftbyentrustmentrelevantlabourandsocialsecurityadministrationandlocalregulations,policiesandorganizeimplementationafterapproval;executenationallabourandsocialsecuritysupervisionrightsandguideandmonitoroverallprovince’slabourandsocialsecurityinstitutions’work.
(3)Unifyandmanageoverallprovincelabourresourcesdevelopmentandemploymentwork;giveguidancetoprovince’semploymentserviceinstitutions;defineemploymentconsultantinstitutionsmanagementregulationsandexecutemonitoring;manageimplementationpolicyandpracticeofrurallabourmigrationacrossregions;manageoverseaemploymentandforeigners’employmentissues;beresponsibleforqualificationmanagementofforeignhumanresourcescompaniesinZhejiangwhichinvolveinconsulting,agenciesandtrainingbusiness.
(4)Accordingtonationalindustrystandardofjobclassificationandprofessionstandards,organizetodesigndetailedimplementationmethods,manageprovince’sskillcollege,employmenttrainingcentersandjobtraininginstitutionssetupbysocialmembers;beresponsibleforskilltrainingofcurrentemployeesandre-employmenttrainingworkforlay-offandunemployedworkers;organizeandimplementlabourcandidatesystem.
(5)Definebasicrulesforlabourrelationshipadjustment;defineandexecutelabourcontract,communitycontract,labourdisputearbitrationregulations;regulateenterpriseworkers’workingtime,holidays,welfaresystemandwomen/youngworkers’speciallabourprotectionpolicy;beresponsibleforarrangementandtransferenceaccordingtovariouspolicies;involveinselectionofnationalandprovincialmodelworkers.
(6)Beresponsibleforenterpriseworkers’wagemacroadjustment;researchonanddefineenterpriseworkers’wageguidelines,indextoprofit,minimumwagestandard,industrywageadjustmentpolicyandincomepolicyofStateOwnedEnterprises;beresponsibleforcheckingprovincialandministryenterprises’totalwage;beresponsibleforprovincialStateOwnedEnterprises’executivemajoymanagementannualincomepolicy.
(7)Definebasicsocialsecuritypolicyintermsofenterprisepension,unemployment,medicalinsurance,disabilityandmaternity,etc.andexecuteimplementationandsupervision.
(8)Definepolicyforprovince’ssocialsecurityfundcontribution,payment,managementandoperationandorganizeimplementation;supervisesocialsecurityfundmanagement;definemanagementrulesforsocialsecurityinstitutions;togetherwithotherrelevantdepartment,defineandimplementmanagementregulationsofsocialsecurityprovincialadjustmentfund;organizetoimplementconstructionplansforsocialsecurityservicesystem.
(9)Definepolicyforcomplementarypension,complementarymedicalinsuranceofgovernmentinstitutions,agenciesandenterprises,definequalificationcriteriastandardforcomplementaryinsuranceinstitutions;checktoprovequalificationforrelevantinstitutionstoconductinsurancebusiness.
(10)Beresponsibleforprovinciallabourandsocialsecuritystatisticsandinformationnetwork,issueregularlylabourandsocialsecuritystatistics,informationdevelopmentprojectionreport.
(11)Organizeprovincelabourandsocialsecurityscientificresearchanditsapplication,promoteindustrydevelopment;beresponsibleforstandardizationofprovince’slabourandsocialsecurityissues.
(12)Managetechnicalco-operationoflabourandsocialsecuritywork.
(13)Executeissuesentrustedbyprovincialgovernment.
