Abstract：Rural governance is an important part of national governance. Under the modernization of the national governance system and governance ability and promoting the rule of law， there is an important strategic position to promote the modernization of rural governance system and governance ability construction. On accessing rights era， modern rural governance value shall be based on human rights as a benchmark， to settle the rural governance crisis in human rights protection， and to promote the virtuous development of the rural governance， thus to form a harmonious order in rural areas， to promote the development of the rural society civilization， to enhance the modernization of national governance system， and to build China into a prosperous， strong， democratic， civilized and harmonious country.
