Abstract：Sino-Foreign cooperatively implemented programs （hereinafter referred to as joint programs） are important parts of internationalization of Chinese education. The paper，by taking Fujian Agriculture and Forestry University as an example，in the context of the transition from seller market to buyer market for higher education，based on quality education services，proactively try new media and word-of-mouth from excellent alumni，and move forward the contact points with the potential students so that recruitment publicity can give full play to its key role for accurately targeting and attracting quality students.
