Abstract：Chinese environment protection cannot walked out of the circle of local improvement but overall deterioration. The underlying causes are that our environmental governance is regional and fragmental； the environmental protection measures focus on city but ignore countryside， focus on the dominant environmental problems but ignore the recessive one. Environmental problems have the characteristics of wholeness； we should use the rule of law thoughts to develop a unified planning of rural-urban construction and environment protection， governance the recessive environmental problems and the dominant environmental problems as a whole. We should establish and perfect the environmental standard systems， the emissions trading system， the agricultural non-point source pollution′s prevention and control system， the agricultural products′ quality and safety supervision system， and the environmental services contract system. Meanwhile， we should strengthen the construction of the basic law enforcement system and its ability.
