Abstract: Innovation management is one of the important strategies for promoting the establishment of modern scientific research institutes. This article provides some recommended practices in aspects including establishing employees' performance appraisal system, incentive and constraint mechanism and internal science-technology system, furthermore, some advices are also provided.

The Application of Innovation Management Ensures the Establishment of Modern Agricultural Scientific Research Institutes

At the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China (CPC) on October 14, 2003, the Article 32 of “CPC Central Committee on the decision about certain problems in the socialist market economy system” points out clearly that “the state-run research institutes that are engaged in basic researches, strategically important hi-tech researches and innovation activities in important public research fields must shoulder specific responsibilities, conduct scientific evaluations, and implement open order and standard management ”.The No.1 Central File issued in 2012 states briefly that “according to the classification and reform of social undertaking institutes, we should deepen the reform of agricultural and scientific research institutes, perfect the system of modern institutes and expand the autonomous right of institutes, as well as create proper environment for researchers’ concentrating on researches”. The establishment of modern agricultural and scientific research institutes is a new requirement under the new condition, which is also the essential requirement of enhancing competitiveness of agricultural scientific research institutes when confronting with the new agricultural revolution.
Innovation is the essence of scientific research, and only the innovative science and technology can be the crucial primary productive force. According to Joseph Schumpeter’s theory of innovation management, the innovation management of scientific research institutes means the new combination of production, which leads to strategic, systematical, managerial and technological innovation, as well as the innovation of human resources. For the practical part, in the knowledge economy age, the ultimate goals of scientific research institutes are seeking scientific and technological innovation, speeding up competitiveness, and supporting modern scientific research institutes of agriculture.
