房地产开发项目全面风险管理

【摘要】:房地产的开发是一个复杂而长期的过程,具有耗时较长,需要资金较多的特点,房地产的发展,关系到我国房产领域经济的增长和人们生活水平的提高,但是,由于房地产一般历时较长,而且房产的价格及其容易受到国家政策,市场供需关系变化,和客户的喜好偏向等各方面因素的影响,因此,房地产的开发从客观上无可避免的具有较大的风险。我国的房地产市场起步较晚,发展迅速,但就整个房地产市场而言,我国的房地产存在着很严重的问题和缺陷,房地产的风险管理理论尚不够完善。我国存在着众多的房地产开发商,但这些开发商多是只加强对房地产的建设施工,注重开发,却忽视了对项目的整体管理,很多房地产企业缺乏科学合理的风险管理系统,风险管理的意识很差,对风险管理控制的方法探究不够,这些问题,让房地产项目开发中很多风险因素难以得到预防控制,从而也加大了房产开发项目的失败概率。本文笔者将从我国房地产的全面风险管理现状开始,探究对房地产实施风险管理的重要意义,并对房地产全面风险管理方法做出探讨。

Abstract: Real estate development is a complex and long process, and time-consuming and require more characteristics of funds, real estate development related to the economic growth of China's housing market and people's living standards improve, but, due toreal estate generally taken a long time, and real estate prices and their vulnerable to national policies, the changes of market supply and demand, and customer preferences tend to the influence of other factors, therefore, the development of real estate from an objective inevitably has a largerisk. The late start of China's real estate market, the rapid development of the real estate market as a whole, our real estate there are very serious problems and defects, real estate risk management theory is still not perfect. China there are many real estate developers, but these developers are only to strengthen the construction of real estate construction, focusing on the development, have been ignored in the overall management of the project, many real estate companies to the lack of scientific and rational system of risk management, risk management awareness poor, to explore methods of risk management controls is not enough, these problems, many risk factors in the development of real estate projects is difficult to get prevention and control, which also increased the probability of failure of the real estate development projects. In this paper the author a comprehensive risk management status from China's real estate began to explore the importance of implementation of risk management on the real estate and real estate comprehensive risk management approach to make explore.

前言

房地产行业是我国一个重要的经济增长点,一度为我国的经济快速增长做出了巨大贡献。但由于我国房地产行业起步较晚,虽然发展迅速,但在对房地产项目管理尤其是全面的风险管理中,还存在着很大的不足,这些不足,不仅直接关系到我国房地产市场的稳定和繁荣,更对房地产企业的生存发展提出了挑战。基于房地产项目的全面风险管理,是指在受到来自国家政策变化,消费者的喜好变化,和市场供需状况的变化等一系列不确定因素的影响下,房地产企业或者投资方将要面临的损失或者挫折,而对房地产实施全面的项目风险管理,就是要针对各种不稳定性因素做出科学合理的判断分析,并对各种可能造成损失的后果加以分析,评判,并采取措施预防,加以控制的全面过程。

二.我国房地产实施全面风险管理的重要意义

1.实施全面的风险管理,有助于对风险的认识和处理。要想加强对房地产项目的风险控制,就必须对风险有着很清楚深刻的认识,要在对房地产各种风险科学分析的基础上,严格把握住房地产市场的风险状况,要做到对风险的精确估算,严密的判别,科学的分析,从而对整个房地产项目的风险识别,风险管理奠定一定的基础,同时,有助于房地产企业可以用多种方式对房地产项目将要面临的风险进行对比,从而做出最合理最科学的决策。

2.房地产项目实施全面的风险管理可以促进房地产决策科学化,大幅度避免了决策失误,从决策上大幅度降低了决策的风险性。在对房地产项目各种风险的深刻认识上,采用先进的风险评估手段,对房地产项目即将面对的各种风险作出处理,这样便可以将房地产项目中的各种损失降到很低,或者采取相关的前瞻性策略,让房地产项目及时在遭受了风险的情况后也可以获得一定的费用补偿,从而大大降低了企业的损失,有助于提高房地产开发者的利益。

3.对房地产项目实施全面的风险管理有助于培养提高房地产商的风险意识,有利于一改以往被动的接受来自各方面的房地产项目风险为主动的去认识风险,并对风险作出合理的预测,采取科学的处理措施。有助于房地产的安全开发,很大程度上降低了风险,增强了应对市场风险的能力。
