段塘街道地处浙江宁波市区南端，行政区域面积5.97平方公里，北接南门和白云城区，南连鄞州区石矸镇, 是杭甬高速公路进入宁波市区的第一站，道路四通八达。下辖4个行政村、8个社区，是个典型的城郊结合型街道，是海曙区的南大门，也是海曙经济的南大门。

段塘街道辖区内各类企业众多，大小企业有近500家，其中大型企业如中华纸业、新乐电器、东方宏业、太平鸟集团等遍布街道各处。几年来通过街道各级的努力引进、积极引导、合理布局和完善服务，不断扩大针织服装企业规模，努力提升企业档次，形成了以东方宏业、太平鸟集团为龙头的服装针织特色产业。随着宁波交通网络体系的不断完善，汽车逐步进甬城寻常百姓家，街道利用环城西路得天独厚的南大门交通便利优势，建立汽车销售商贸一条街，采用内联外引、以大带小、连锁经营等方式，不断把汽车销售企业集中到这一地带，并提供积极的政策支持，促使他们规模经营。随着汽车行业的蓬勃发展，街道看准时机不断发展关联配套企业，完善汽车销售中的汽配、装潢、维修等服务行业，使得汽车行业成为段塘又一大特色经济板块。

以“破旧创新、发展为民”为理念，段塘街道2004年经济保持“快速、稳步、健康”的发展态势，取得了长足的进步，全年累计引资超4亿元，税收入库近亿元。

作为海曙区工业发展重要区域之一，段塘街道目前正面临着前所未有的良好机遇。随着城市化的进一步推进，街道适时引导企业加快产业结构调整的步伐，改变以引进工业企业为主的发展思路，促使企业腾笼换业，鼓励企业建造商务办公大楼，积极引进各类三产服务类企业。特别是一些成熟型企业的落户和建设，产生了较好的社会与经济效益，带动和加快了街道产业结构的调整，进一步改变了二、三产业的比重。

面对城市化所带来的新机遇和新挑战，段塘街道提出“经济发展上去，社会稳定下来”的思路，根据“引进与发展并重”的要求，大力做好“引进、开发、调整”文章。以完善引进政策和激励机制为保证，以优化企业的前置审批、后续服务等服务模式为重点，做好引进工作；以配合鄞奉路改造、西区开发及村级发展用地等重大项目的开发启动为契机，以加快楼宇经济发展、加强对企业的开发和盘活为目标，努力进行开发提升；以充分发挥辖区资源优势为宗旨，以产业结构的优化、逐步形成商务氛围为方向，积极进行结构调整。段塘街道将以繁荣区域为理念，着眼于增强经济实力，着眼于营造一流的区域环境，努力打造一个经济强街道，成为真正的海曙经济的南大门。

Duantang: South Gateway to Haishu, Ningbo

Duantang Neighborhood lies in the southern end of Ningbo, Zhejiang Province. It occupies an area of 5.97 square kilometers and is the first entry of the Hangzhou-Ningbo Expressway to the downtown Ningbo. With 4 administrative villages and 8 communities under its jurisdiction, Duantang is a typical area where the urban and rural areas meet. It's the gateway to Haishu District of Ningbo.

Duantang is home to nearly 500 enterprises of different sizes. Among giant manufacturers in the area are those of textile and garment. Another prominent business feature is automobiles sales and auto parts business. Car dealers, aftermarket decorators, auto parts shops, and car garages gravitate toward West City Ring Road.

In 2004, an accumulative total of more than 400 million yuan was invested in Duantang. As one of the key industrial areas of Haishu District, Duantang sees unprecedented opportunities for economic growth. As urbanization grows the Neighborhood Committee comes up with policies to encourage businesses to quicken the pace of industrial restructuring and to attract more service businesses.

The local government wishes to gear its urban development with the development of service businesses. To reach this goal, the government offers preferential policies for investors, simplifies the approval and registration procedures for investors to set up businesses more easily in the area, provide better services so as to ensure that businesses can operate smoothly, and seek real estate investors to join hands in urban development programs.

The blueprint for Duantang is to develop the well-balanced local economy, and build and provide a first-class environment for an all-round prosperity, and function well as the south gateway to the economic prosperity of Haishu District.
