From March 30 to April 15, 2005, Mr. Lu Bing, Vice Chairman of china-asean expo Organizing Committee and Governor of Guangxi People's Government, leading the Guangxi Governmental and Economic Delegation, paid a visit to Malaysia, Indonesia and Vietnam where they held promotion conferences for the Second China-ASEAN Expo and Investment & Cooperation, and had exchanges of views with government officials and personages of various circles of these three countries on how to make the second CAEXPO a greater success. Upon his arrival back in Nanning, Mr. Lu Bing briefed to Su Fang, editor in chief of China-ASEAN Exposition, on this trip.

Q: What are the purposes of this visit?

A: There are three major purposes: first, to strengthen friendship; second, to promote economic and trade cooperation; and third, to publicize the second China-ASEAN Expo and solicit the opinions and suggestions of relevant parties with regard to the expo.

The first China-ASEAN Expo of last year, which was held with the concerted effort of the governmental departments and the economic & trade departments of China and the 10 ASEAN nations, was a great success. With 5 state leaders and 166 ministers of ASEAN countries present, the first CAEXPO had more than 8000 exhibitors, over 10,000 participants and hundreds of thousands of visitors and travelers. The total commodity transaction volume topped 1.086 billion US$, and the total investment contract value reached 4.968 billion US$. All these glorious achievements have won universal approval of all the cosponsors. The first magnificent international exposition ever held in Guangxi amazed the world instantly.

However, it was our first trial on hosting such a grand event, we were inexperienced and had some problems in our preparation and arrangement. While summarizing our experiences and lessons immediately after the expo, we also go out to solicit the opinions of others in the hope that we can make much improvement in the second China-ASEAN Expo. These are the purposes of our visit.

Q: How did the three countriesreact to your visit?

A: Our delegation received hearty welcome and warm reception wherever we went. The three governments we visited all expressed their strong support for and positive cooperative attitude towards China-ASEAN Expo. We visited Mr. Mahathir Mohamad, Ex-President of Malaysia, Mr. Jusuf Kalla, Vice President of Indonesia, and Mr. Nguyen Tan Dung, Vice Prime Minister of Vietnam and had talks and discussions with more than twenty ministers and vice ministers of these three countries on our bilateral economic and trade cooperation. Very optimistic about the future prospect of bilateral cooperation, all of them recognized the prominent geographic advantages of Guangxi in China-ASEAN Free Trade Area, fully affirmed its role as a platform for all-round economic reform between China and ASEAN, and thus promised to organize more enterprises to participate in the Second CAEXPO in Nanning. For instance, Malaysia would need twice as many exhibition booths as last year, Vietnam would organize at least 100 enterprises to the exhibition, and Indonesia would also have more exhibitors this year than that of last year.

Q: What is the attitude of the non-governmental circles and business circles?

A: The business circles share very high enthusiasm about this expo. We held meetings with the major businesses of these three countries respectively. They all believed that participation in the expo would bring them great benefits and they proposed some specific and practical suggestions on how to make the expo a greater success, covering various aspects from the improvement of infrastructure construction, of service standards to that of specialization level of the expo. Guangxi government is taking these suggestions into serious consideration and, under a pro-business principle, formulating concrete measures and programs so as to bring about great improvement in where the last expo failed to achieve. For example, the convening time is changed to Oct. 19 to stagger the fasting month of Muslim on the basis of soliciting opinions of various parties, especially those of ASEAN countries.

Q: Apart from holding China-ASEAN Expo once a year, what other long-term measures does Guangxi take to attract the businessmen of ASEAN and other countries to Nanning?

A: During this trip, I introduced to ASEAN friends about our project of China-ASEAN Commercial Town that has just been launched. Guangxi is going to provide the ten ASEAN countries, Japan, and South Korea each with 60 mu of land under very favorable conditions for them to establish their representative organizations and business facilities. Among them, 20 mu can be used to build their own halls according to their national styles and features, and the rest 40 mu can be used for business operation, where their commodities for exhibition may be kept for sale, and business negotiation may be conducted and their local delicacies may be sold. By so doing, our expo will become one whose curtain will never fall. These three countries showed great interest in the project of China-ASEAN Commercial Town and Vietnam and Indonesia will soon dispatch someone to investigate in Nanning.

Q: With Nanning becoming the permanent host of China-ASEAN Expo and the accelerated pace of establishing China-ASEAN Free Trade Area,will Guangxi and ASEAN countries derive some win-win achievements from their economic and trade cooperation?

A: The achievements are quite remarkable. Let's just take the three countries we have just visited - Vietnam, Malaysia and Indonesia - for example. They were, among the ASEAN countries, the top three trading partners of Guangxi in 2004 with the bilateral trade volume with Vietnam reaching 740 million US$, that with Malaysia 77 million US$, and that with Indonesia 65.5 million US$. Compared with the year 2003, the trade volume with Indonesia increased by 96.7%, that with Malaysia by 56.04%, and that with Vietnam also saw increase by a big margin. These growth rates have highlighted the benefits brought by the convening of China-ASEAN Expo to all parties involved.

Guangxi and the ASEAN countries are highly complementary in economic development, and China-ASEAN Expo is an important platform for them to achieve complementation. This is unanimously agreed by the ASEAN countries we visited; and it is such common understanding that enhances our confidence in making the next CAEXPO always better than the previous one.
