Abstract. This paper evaluated the level of sports and economy development in 31 provinces in China using a comprehensive evaluation model which is based on AHP (Analytic Hierarchy Process) model. It has got an evaluation of the coordinated development between sports and economy in 31 provinces using TOPSIS evaluation analysis of coordinated development. The results showed that there were 14 regions whose development of sports coordinate or roughly coordinate with their economic development,17 regions were not so coordinated or micro coordinated. In the 17 regions,there were 8 regions whose development of sports falls behind their economic development and 9 regions were opposite. Judging from the regional distribution,the coordinated development state in east regions was better than central regions,the same state in the central regions was better than west regions,and the west regions were key regions whose development of sports was not so coordinated with their economic development.

1.research method

TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method is a common method for limited program of multi-objective decision analysis in system engineering,and can be used for benefit evaluation,decision making and management. The basic idea is to find out the optimal program and the worst program (presented by the optimal vector and the worst vector,respectively) on the basis of original data matrix after normalization.Then we calculate the distances between the evaluation objects and the optimal or the worst program,and obtain the relative approach degrees of the evaluation objects and the optimal program,which are used as the references for merits evaluation.

Assuming that there are evaluation objects and evaluation indices,the original data can be written as

2. Establishment of evaluation index sstem

Limited by the availability of data,we select the six indices from evaluation index system of coordinated development between regional sports and economy as Table 1 shows,which are competitive sports investment (X1),social sports instructors (X2),the total investments in social fixed assets (X3),the third industry share of total GDP (X4),growth rate of GDP (X5) and the per-capita GDP (X6).Taking 31 cities and provinces in China as research samples,data are from the relevant data of cities and provinces in the statistical departments websites.

3. TOPSIS analysis

Results are shown in Table 2 after the descriptive statistics analysis and normalized transform treatment on all variables.The optimal vector and the worst vector composed by the maximum and minimum values,respectively,are written as

U1-U31 stand for Hebei,Tibet,Anhui,Gansu,Jilin,Henan,Hubei,Hunan, Qinghai, Guangdong,Jiangxi,Tianjin,Sichuan,Guizhou,Beijing,Shanghai,Shanxi,Xinjiang,Hainan,Yunnan,Jiangsu,Ningxia,Liaoning,Zhejiang,Shaanxi,Shandong, Fujian,Guangxi,Chongqing,Heilongjiang and Inner Mongolia,respectively.

4. The result of empirical analysis

Table 4 reports that the top five cities and provinces with the best coordinated development between regional sports and economy are Beijing,Shanghai,Zhejiang and other two economic developed cities and provinces.And Inner Mongolia,Guizhou,Tibet and other 2 regions with relatively backward economy take the final ranking.Only the Ci values of coordinated development between regional sports and economy and the approach degrees of optimal programs in Beijing,Shanghai,Zhejiang,Tianjin,Fujian,Guangdong,Jiangsu and Jilin have reached 0.5000,and those in as many as 13 provinces and cities are below 0.4000.
