摘要:自从我国改革开放以来,我国农副产品的国际竞争力不断提升,食品的进出口贸易也呈现出持续增长的态势。但由于我国在食品安全的管理方面尚与发达国家存在一定的差距,近几年来,有的国家甚至利用食品安全的准入制度人为设置技术性贸易壁垒,使得我国的食品出口贸易屡遭国外限制,制约重重。由此可见,进一步完善我国出口食品的安全准入制度势在必行。

China’s Current Exported Foods Safety Access System And Comparative Analysis Of Developed Countries

China''s exported foods quality & safety market access system is formulated by General Administration of Quality Supervision, Inspection and Quarantine of the People''s Republic of China (AQSIQ) to administrate exported foods and its’ production enterprises, according to Produce Safety Law of P.R.A issued on Apr 29, 2006. China’s exported food market access system is mainly implementing processing & production enterprise license system and enterprise production filing system. It is founded by comparing the access systems and related regulations between china and developed countries, that the unsoundness of china’s pesticide monitoring system, the imperfection of safety assessment system and relatively backward of agriculture science technology are all becoming into the barriers to perfect food safety access system.

Introduction of Current Exported Food Access System of China

According to Food Safety Law of the People’s Republic of China, Regulations for the Implementation of the Law of the People''s Republic of China on Import and Export Commodity Inspection, Produce Safety Law Produce Safety Law of the People''s Republic of China and other laws, the state quality and technology supervision department implements production license system administration on processing & production enterprises of food and food additives , as well as the state entry-exit inspection and quarantine authorities implements filing system administration on food-exporting production enterprises

1.1processing & production enterprise license system

1.In accordance with regulations of the system, only qualified food processing and production enterprises could be issued production license and authorized to engage in food production by state quality and technology supervision department after reviewing its’ necessary production conditions and testing the products. Enterprises could be permitted to simplify applying for food production license or exempt from reviewing necessary production conditions if they fulfill the following conditions: to obtain food exports production filing certification issued by the state inspection and quarantine authorities, to sell the products only in the state or to obtain the HACCP(Hazard Analysis and Critical Control Point)certification.
