Abstract: With the reform of economic system and the development of socialist market economy, private economy develops rapidly and becomes the new force for rapid economic development in China. Lots of private entrepreneurs burden more and more social responsibilities. The private entrepreneurs in Taiwai and the mainland have some problems which can’t be ignored in the process of fulfilling the social responsibility, which needs to attract our attentions. The paper makes brief analysis on how to build social responsibilities of private entrepreneurs in Taiwan and in the mainland.

0.Introduction
In December 1980, the first?individual business license was issued in Wenzhou,?Zhejiang. Until February 2013, there had been 4060 individual businesses, and 8000 employees, and the total funds was 2 trillion yuan. Rapid development of private enterprises makes lots of private entrepreneurs appear. While developing their own enterprises, the private entrepreneurs undertake the social responsibilities positively and benefit the society. What social responsibilities should be undertaken by private entrepreneurs? How is the social responsibility of private entrepreneurs built?
1.Social?Responsibilities of Private Entrepreneurs
Social?responsibilities of enterprises are the expectation on social economy, laws and charity undertaken by enterprises. As the main force of national economy, private entrepreneurs undertake many social responsibilities. For example, in August 2013, Tianshui in Gansu was hit by a natural adversity. On August 14th, Zhao Lihong, the general manager of Wangwang Group in Taiwan and vice president of Taiwan enterprises, rushed to Tianshui to donate goods and materials in person. Xu Qinghong, the deputy mayor of Tianshui introduced the disaster situation to Zhao Hongli in details, and introduced the culture and tourism of Tianshui. Zhao Hongli representing Wangwang group donated the goods worthy of 200,000?yuan. And he expressed that he would make investment in Tianshui. Therefore, private entrepreneurs make great contributions for economic construction and charities.
Most private entrepreneurs start from scratch, and create a large amount?of?wealth, which not only promotes the improvement of national economic?level, but also makes great contributions for economic development in our country. And many private entrepreneurs don’t the benefit alone but devote to public welfares positively, which plays an important role in the development of regional economy and society.
2.Status and Problems of Private Entrepreneurs Fulfilling Social Responsibilities
The survey on more than 7000 private entrepreneurs in Jiangsu indicates that 99%of surveyed entrepreneurs participated in various public causes. In Zhejiang Charity?Award Activity, 80% of awardees are private entrepreneurs. Overall, the private entrepreneurs in our country have higher awareness of social responsibility, and can fulfill the social responsibilities. But some private entrepreneurs have some problems which can’t be ignored in the process of fulfilling responsibilities, as follows.
(1)Sincerity. It is well-known that sincerity is the basis of business. Honesty is the best policy for private entrepreneurs. In recent years, there are many events with significant?social?impact, which makes the social responsibility problem of private entrepreneurs serious. For example, in October 2004, Su Shuhua, the richest people in Henan, ranked the 138th in rich list in China with $1.17 billion of personal assets. But the later inspection of relevant departments finds that Su Shuhua defrauded the?vast majority?of?loans from financial institutions by providing false financial statement and land certifications. We can see that sincerity is an important problem which needs to be valued by private entrepreneurs.
(2)Pursuing profit. In order to pursue economic benefit, some private entrepreneurs ignore undertaking the responsibilities including medical insurance of employees, which damages the interests of many labors. Even some private entrepreneurs make use of flaws of national policy, laws and regulations to make exorbitant profits, which disrupts economic order.
(3)Parochial concept. Most private enterprises are family enterprises in China. Many private entrepreneurs are influenced by thought of small farmers, and the social responsibility consciousness is weak. The statistic results of China Charity Federation indicate that the proportion of the donation of rich and powerful people in the mainland to social donation is less than 15%. Even some private entrepreneurs who are deputies to the NPC and CPPCC member lack of activity participating in the management of State affairs, and only lay emphasis on their own interests.
3 Social Responsibility building of private entrepreneurs
The social responsibility conscientiousness?of private entrepreneurs has direct relationship with the development of enterprises and national economy. Therefore, it is critical to build social responsibilities of private entrepreneurs in Taiwan and the mainland.
(1)Strengthening education and supporting rationally. There are some problems, but the overall quality of private entrepreneurs in Taiwan and the mainland is high. For example, Chen Guanbiao, the chairman?of?the?board in Jiangsu Whampoa Renewable Resources Utilization Limited Company, thinks that private entrepreneurs have the responsibility to fulfill social responsibilities. Therefore, we should take measures to solve the problems to improve the social responsibility conscientiousness?of private entrepreneurs and attract more private entrepreneurs to fulfill the social responsibilities, for benefiting the society. Firstly, strengthening ideological education of private entrepreneurs and guiding them to undertake social responsibilities. Many polices about private economy development are formulated in our country. In order to cultivate social responsibility conscientiousness?of private entrepreneurs, they can be guided to learn the relevant policies to make them realize that the development nad progress of enterprises is inseparable from the support of national policy. The country and local government can take many measures to help private entrepreneurs to build good public image, enhance the social mission sense and responsibility, and promote them to fulfill social responsibilities.
(2)Setting examples and advocating vigorously. In order to set examples in the group of private entrepreneurs, and to promote the cultivation of social responsibility conscientiousness of private entrepreneurs, the relevant departments can take various means to set examples. For example, the excellent private entrepreneurs with good operation, sincerity and great social contributions can be advocated by newspaper, TV and network. Especially the contribution of them to the society should be introduced firstly. The government and relevant governments can develop various assessment activities of excellent private entrepreneurs and comprehensive evaluation activities to guide more private entrepreneurs to devote to social charity causes and fulfill social responsibilities for promoting harmonious progress of society.
(3)Advancing with the times and creating opportunities. The development of private enterprises is supported by national policies. Therefore, most private entrepreneurs are grateful for the support of the country and fulfill the social responsibilities with pleasure, and they hope to have opportunities to return the country and society. And the government should actively provide opportunities and establishment platforms for private entrepreneurs, and encourage and praise the enthusiasm of private entrepreneurs participating in undertaking social responsibilities. For example, the government has created many opportunities for private entrepreneurs to return the society and fulfill social responsibilities, such as donations to schools. For example, Cai Wanlin, CEO of LinYuan Group in Taiwan, regards emphasizing protection of the rights and interests and undertaking social responsibilities as the operation target. And he devotes to public causes and participates in various public-spirited activities. However, with the development of situations, many platforms provided by the government can’t meet the requirements of the development of era. So the government should advance with the times, and make exploration and innovation continuously to provide opportunities for private entrepreneurs to fulfill social responsibilities. For example, the government and relevant departments not only can perfect the relevant laws and regulations, collect various property taxes and inheritance taxes, and regulate and guide the private entrepreneurs to rationally dispose their own assets, but also needs to encourage private entrepreneurs to return the surplus assets to the society.
4. Putting people first and strengthening conscientiousness. The building of social responsibility depends on entrepreneurs. Therefore, the establishment of conscientiousness marks the transformation of private entrepreneurs from boss to entrepreneur. So private entrepreneurs not only should reinforce learning, but also need to realize the importance of social responsibility and the close relationship between the development of enterprises and the society. For example, Xipu Company in Nanjiang is a common private enterprise, but the general manager, Zhang Daolv, is a private entrepreneur with the sense of social responsibility. In 2004, Xipu Company established a cement plant for Menshan to provide equipment and technical support. During construction, the capital turnover of cement plant had a serious problem, and the construction was i n deep trouble. And it met the loss of 50 million yuan. After knowing the real situation of cement plant, Zhang Daojin input all funds to cement plant for reconstruction. And Xipu Nanyan Cement Company was established finally. There are many people advising Zhang Daojin to invest the funds to projects with greater benefits, but Zhang Daojin thinks that the economy in Mengshan is not developed, and the financial revenue is only 30 million. So he decided to invest the funds in cement plant, and Xipu Nanyan Cement Company is established, which not only can avoid the loss of 550 million yuan, but also can promote economic development, increase the income of people, and improve the life quality of local people. The behavior of Zhang Daolv is praised by the local people, which improves the recognition degree and popularity of the enterprise. Therefore, private entrepreneurs should build the outlook on suitability and advantage with reciprocity and mutual benefit, realize the relationship between wealth and responsibility, and devote to various social activities to fulfill social responsibilities, which not only can promote the development of enterprises, but also can realize the value.
4.Conclusion
Rapid development of economy and support of national policies promotes the development of private entrepreneurs. While developing the enterprises, the private entrepreneurs should actively undertake social responsibilities and return the society. Under the background of new economic environment, the private entrepreneurs need to enhance the sense of social responsibility, fulfill social responsibilities consciously, and make contributions to the social development to realize the value.
