别让假丐骗了爱

一天，在一个交叉路口，我看到一个中年人跪在地上，旁边躺着一个包着被子的老太太。中年人不停地向路边的行人磕头，乞求行人给钱，但过往的人们很少有停下脚步的。很明显，他们看到中年人有劳动能力却在这里乞讨，认为他很可能是职业乞丐。

我曾经问身边的一些朋友，如果遇到乞丐，他们愿意给钱不？当时10个人有9个说不会给，因为他们觉得那些乞丐是骗子。只有一个说他会给乞丐买几个包子，但不会给他钱。究竟是因为有骗子而让我们不愿去同情这些人，还是骗子的出现让人们的心肠变硬了？

其实不是人们的心肠变硬了，而是这个社会的职业乞丐越来越多，更有一些骗子利用大家的同情心，采取各种各样的手段骗取钱财，人们被骗怕了。一些人利用工具在自己的身体上制造一些伤口，也有人利用小孩子骗钱或装成老弱伤残博取人们的同情。然而，在这些假乞丐的中间，毕竟还是有一些生活真正困难的需要帮助的人。那么，面对这种真假难辨的现象，我们应该如何对待？怎么做呢？

我觉得我们仍应该尊重乞丐，因为每个人都是有尊严的，不管是乞丐还是路人，都需要大家的尊重。你不可以因为人家是乞丐就瞧不起人家、鄙视人家。记得在汶川地震时有人报道，有一个60多岁的乞丐在南京乞讨8年，其间曾照顾一个智障青年。汶川地震后，他3次共捐出乞讨来的400余元钱，被人们称为义丐。这样的真汉子，值得人们尊重。

对于那些手脚健全、四肢发达却四处乞讨的人士，我们不要动恻隐之心。因为给他们钱不是帮他们，反而是害他们，更会助长他们好吃懒做、不劳而获的坏毛病。不轻易地施舍他们，其实就是对他们的尊重，让他们离寄生生涯远一步，离自立近一步。

I once asked my friends whether they would give money to a beggar if they happened to meet one in the street. Nine tenths of them said no, for they thought those beggars were cheaters. Only one said yes, but instead of giving money, he said he would buy him some steamed stuffed buns. Is it because we have been cheated by fake beggars before that we are unwilling to show our sympathy for them, or because our heart has been hardened by those liars?

Actually, it is not because we’ve become too apathetic, but because we have been cheated too many times by those professional beggars, whose numbers are increasing in our society and whose cheating tricks vary: some make wounds on their bodies with tools, others use kids to cheat or even dress themselves up as sick or elderly men to gain sympathy and thus make profits. Therefore, for fear of being cheated again, we no longer dare to show our sympathy for them. However, there are some really poor people in need among beggars. How should we deal with this phenomenon and what should we do?

I think we should respect the beggars, because everyone has his dignity whoever he is, a beggar or a pedestrian. That is to say, you should not look down upon the beggars for their social status. I remember the story of an over-sixty-year-old beggar. It is reported that before a earthquake hit Wenchuan, he had begged in Nanjing for eight years and used to look after a mentally handicapped young man. After the earthquake, he donated to the stricken area three different times for a total of over 400 yuan, all of which was earned by his begging. Because of this, he won the name of “righteous beggar”, and he is a man deserving everyone’s respect.

For those“beggars”, physically sound and strong, we don’t have to feel sorry. Our “donation” will not help them but rather be harmful, since this will encourage their laziness and foster them to form the habit of reaping without sowing. Actually, not giving them money readily is a respect for them, so that they can be closer to self-reliance.

方法一：给物不给钱。

One: giving articles instead of money

很多行乞者以“腹中饥饿无钱吃饭”或“干旱逃难来到此地”等借口来乞讨，你可以给他们面包、矿泉水、衣物等可以救急的物品，但尽量不要给金钱。如果此类乞讨者非钱不要，那就表示他们可能是“职业的”。

Many beggars claim that they“are hungry yet penniless” or “have fled from the drought”, giving an excuse for begging. You can buy them some bread, water, clothes and other necessities instead of giving them money. If they ask for nothing but money, they are probably professional beggars.

方法二：劝其到救助站。

Two: persuading them to go to the rescue center

如果遇到乞讨人员，你可向其询问是否愿意接受救助。如果对方愿意，你可拨打救助站电话。如果发现乞讨人员中有危重病人时，请拨打120，让他们得到救治。

If you meet beggars, you can ask whether they would like to receive aid. And if so, you can call the rescue center for help. If you find there are beggars seriously ill, please dial the ambulance number 120 for help.

方法三：向警方举报。

Three: reporting them to the police

在乞讨人员当中，有一部分是流浪儿童甚至是被拐卖儿童。你如果在街头发现他们时，可以引导他们到流浪儿童救助中心接受救助，或者拨打110，使他们得到警方的救助。

There are some waifs or even some abducted children among the beggars; therefore, if you find them in the street, you can lead them to the children rescue center, or call the police by dialing 110, so that they are rescued by them.
